Fall 2018 Petty Officer Advancement Quotas Released

19 November 2018 The Navy released the fall petty officer advancement quotas for more than 22,000 active duty, Full Time Support (FTS), Canvasser Recruiter and Selected Reserve (SELRES) Sailors to advance to E-4, E-5, and E-6, Nov. 19. Each year there are three advancement opportunities for petty officers - spring advancement cycle, Meritorious Advancement Program, and fall advancement cycle. Community managers take into account all three periods in developing advancement plans to ensure continuous advancement opportunities and community health.

As Navy grows the force, leadership recognizes the need to retain Sailors with the technical and leadership skills for the future in order to meet its growing need for accomplished Sailors that cannot be met through recruitment alone.

This fall, active duty petty officers in all rates and paygrades will see advancement opportunities. Across calendar year 2018, advancement chances have remained high between the spring advancement cycle and nearly 7,000 promotions through the Meritorious Advancement Program.

Advancement opportunities for FTS Sailors were above the 10-year average for E-4 and E-5 and below the 10-year average for E-6.

For SELRES, advancement opportunity increased in the E-4 and E-5 paygrades and remained stable in paygrade E-6. Overall, all three paygrades remained above the average of the last 7 advancement cycles, which demonstrates steadily improved and stable advancement opportunity for Reserve Sailors.

Fall active duty advancement opportunities and quotas by pay grade are:

E-4: decreased from 39.74 percent last cycle to 38.04 percent (-1.7 percentage point change) this cycle, with 6,776 quotas.

E-5: increased from 21.03 percent last cycle to 23.56 percent (+2.53 percentage point change) this cycle, with 8,145 quotas.

E-6: increased from 12.53 percent last cycle to 14.09 percent (+1.56 percentage point change) this cycle, with 3,874 quotas.

FTS advancement opportunities and quotas by pay grade are:

E-4: decreased from 81.11 percent last cycle to 75.00 percent (-6.11 percentage points change) this cycle, with 195 quotas.

E-5: decreased from 31.74 percent last cycle to 28.95 percent (-2.79 percentage points change) this cycle, with 187 quotas.

E-6: decreased from 15.77 percent last cycle to 11.09 percent (-4.68 percentage points change) this cycle, with 129 quotas.

SELRES advancement opportunities and quotas by pay grade are:

E-4 advancement opportunity increased from 64.64 percent last cycle to 68.75 percent (+4.11 percentage point change) this cycle, with 781 quotas.

E-5 advancement opportunity increased from last cycle 35.63 percent to 36.76 percent (+1.13 percentage point change) this cycle, with 1,162 quotas.

E-6 advancement opportunity remained stable from 21.50 last cycle percent to 21.52 percent (+0.02 percentage point change) this cycle, with 888 quotas.

Command triads will be notified via BUPERS Online (BOL) of their Sailors' advancement results Nov. 20 at approximately 11 a. m. Eastern Standard Time (EST).

Individual Sailor advancement notifications will be posted on BOL, Navy Enlisted Advancement System (NEAS), and a list of those advanced will be posted on All Hands Magazine online at www.ah.mil on Nov. 21, at approximately 11 a.m. EST.
