Fall Petty Officer Advancement Quotas

21 November 2016 More than 21,000 Sailors will advance to E-4, E-5, and E-6 with the release of the fall petty officer advancement results for active duty, Full Time Support (FTS), and SELRES Sailors. "This advancement cycle balances increased advancement opportunity for our Sailors along with the need to maintain community health," said Vice Adm. Robert Burke, Chief of Naval Personnel. "Our principal goal is to continue to man the Fleet with Sailors who have the right skills and experience while stabilizing advancement quotas from cycle to cycle in each rating."

Overall advancement opportunity increased for all active duty pay grades from the 2016 spring cycle due to increased vacancies in the force caused by previous advancement to the next paygrade and slightly decreased retention. Both E-4 and E-5 advancement opportunity is above the 10-year average, while E-6 opportunity remains steady, just below the 10-year average.

For FTS, advancement opportunity increased for E-4 and E-5, but decreased slightly for E-6 this cycle. E-4 and E-5 advancement opportunity is up due to a smaller group of Sailors competing for advancement and increased vacancies in those paygrades. FTS E-6 advancement opportunity decreased slightly from spring cycle due to high retention.

SELRES advancement opportunities continue to improve overall for the sixth straight cycle. The Reserve Force end strength has stabilized as many reserve communities are experiencing growth. Continuing effort to address some stagnant ratings is paying dividends with increased advancement opportunity, according to Reserve personnel officials.

Across the fiscal year, advancement remains strong for active duty and FTS with three opportunities for petty officers to advance - spring cycle, Meritorious Advancement Program season and fall cycle. Community managers included all three periods in developing advancement plans to ensure continuous advancement opportunity and community health.

Quotas for advancement are based on vacancies in the Fleet and are aligned with current and planned job openings. This alignment is key to the Navy's continued success in balancing the force.

Active duty advancement opportunity and quotas by pay grade are:

E-4 advancement opportunity increases from 29.63 percent last cycle to 38.01 percent (8.38 percentage point change) this cycle, with 9,835 quotas.

E-5 advancement opportunity increases from 16.69 percent last cycle to 22.58 percent (5.89 percentage point change) this cycle, with 8,139 quotas.

E-6 advancement opportunity increases from 11.32 percent last cycle to 12.15 percent (0.83 percentage point change) this cycle, with 3,283 quotas.

FTS advancement opportunity and quotas by pay grade are:

E-4 advancement opportunity increased from 59.03 percent last cycle to 87.97 percent (28.94 percentage points) this cycle, with 234 quotas.

E-5 advancement opportunity increased from 38.04 percent last cycle to 47.32 percent (9.28 percentage points) with 291 quotas.
E-6 advancement opportunity decreased from 18.21 percent last cycle to 15.81 percent (-2.4 percentage points) this cycle, with 164 quotas.

SELRES advancement opportunity and quotas by pay grade are:

E-4 advancement opportunity decreased from 68 percent last cycle to 69.7 percent (-0.3 percentage points) this cycle, with 950 quotas.

E-5 advancement opportunity increased from last cycle 25.6 percent to 25.9 percent (0.3 percentage points) this cycle, with 998 quotas.

E-6 advancement opportunity increased from last cycle 14.9 percent to 15.7 percent (an increase of 0.8 percentage points) this cycle, with 734 quotas.

Command triads will be notified via BUPERS Online (BOL) of their command's results on Nov. 22. Individual Sailor advancement notifications on BOL, Navy Enlisted Advancement System (NEAS), Navy Knowledge Online (NKO), and on All Hands Magazine at www.ah.mil, will occur Nov. 23.
