Craig Mattingly, commander of Naval Service Training Command (NSTC), speaks to officer candidates during Naval ROTC New Student Indoctrination (NSI) Cycle 3 on the USS Marlinspike, Aug. 1, 2023. NSTC supports naval accessions training for 98 percent of the Navy's new officers and enlisted Sailors.
