WASHINGTON (June 13, 2023) Vice Adm. Eugene Black, deputy chief of naval operations for operations, plans and strategy, hosts French Chief of International Relations Rear Adm. Jean-Mathieu Rey for the second iteration of the annual U.S.-French bilateral Strategic Dialogue at the Pentagon, June 13, 2023. The dialogue built upon the U.S. Navy and French Marine Nationale Strategic Interoperability Framework with the goal of enhancing high-end warfighting interoperability. The Deputy Chief of Naval Operations for Operations, Plans and Strategy is the principal advisor to the Chief of Naval Operations on Navy strategies, plans and policies, including planning and coordinating the global employment of naval forces.
