NEWPORT, R.I. (Feb. 19, 2022) Lt. Charles Holman, a class officer assigned to Officer Training Command, Newport (OTCN), Rhode Island, conducts an Officer Personnel Inspection (OPI), Feb. 19, 2022. OPI measures a candidate’s knowledge about any topic eligible for inspection and checks for confidence and competence while wearing the seasonal uniform that will be worn for graduation. OCS develops civilians and fleet Sailors into newly commissioned officers morally, mentally, and physically and imbues them with the highest ideals of honor, courage and commitment for service in the fleet as Naval officers.
