Flournoy Phelps, a Chaplain assigned to Commander, Fleet Activities Yokosuka (CFAY), addresses a crowd of U.S. Marine Corps service members and U.S. armed forces veterans during the 246th Marine Corps Birthday and Veteran's Day celebration at the Fleet Navy Exchange (NEX) onboard CFAY. For more than 75 years, CFAY has provided, maintained, and operated base facilities and services in support of the U.S. 7th Fleet's forward-deployed naval forces, tenant commands, and thousands of military and civilian personnel and their families.
