MANUS ISLAND, PAPUA NEW GUINEA (Oct. 29, 2021) Secretary of the Navy Carlos Del Toro pins the enlisted Seabee Combat Warfare Specialist device on Builder 3rd Class Nicolas Buccafuri assigned to Naval Mobile Construction Battalion 5 during a visit.
