NEWPORT, R.I. (April 20, 2021) Rear Adm. Jamie Sands, commanding officer of Naval Service Training Command, administers the oath of office during a commissioning ceremony for Ensign Travis Longstaff, a native of Ocean City, New Jersey and Ensign Matthieu David, a native of Atlanta, Georgia, both Officer Candidate School (OCS) graduates at Officer Training Command Newport (OTCN), Rhode Island. OCS develops civilians and fleet Sailors into newly commissioned officers morally, mentally, physically and imbues them with the highest ideals of honor, courage and commitment in order to prepare graduates for service in the fleet as Naval officers.
