Newport, R.I. (Apr. 12, 2021) Master Chief Petty Officer of the Navy Russell Smith gives remarks during the U.S. Naval War College’s Senior Enlisted Academy (SEA) change of charge ceremony. The ceremony also celebrated the expansion of Tomich Hall, the auditorium dedicated to senior enlisted leaders to improve management, leadership, national security and physical fitness.
