SAN DIEGO (April 1, 2021) Master Chief Petty Officer of the Navy Russell Smith pipes Force Master Chief James Osborne ashore during a retirement ceremony at Naval Amphibious Base Coronado. Osborne is one of the longest-serving chief petty officers (CPO) in today’s Navy with more than 26 years in the CPO Mess. His career has focused on supporting, advocating for, and training Sailors in damage control – and the critical role it plays in the success of our force. He is retiring after a career of service in the surface force, the joint environment, and in support assignments in the Global War on Terrorism.
