Sixty percent of a Sailor's 1st class petty officer advancement is based on his or her test score and 40 percent is based on his or her evaluation history. Frank Cable, forward deployed to the island of Guam, conducts maintenance and support of submarines and surface vessels deployed to the U.S. 7th Fleet area of responsibility.
