Harley (right), president, U.S. Naval War College addresses the graduates, staff, faculty and guests during an Officer Candidate School (OCS) graduation held at Kay Hall on board Naval Station Newport, in Newport, Rhode Island. Eighty-three officer candidates participated in the ceremony.
