Parker, Assistant Secretary of the Navy (Manpower and Reserve Affairs) (right) speaks with Mr. John Freeman from the Barker Adoption Agency at a Combined Federal Campaign (CFC) Charity fair at the Pentagon. The 2016 CFC kicked off in September and is the only government-authorized charity organization that provides service members and government civilians an opportunity to donate to a charity of their choosing. Created in the 1960s by President John F. Kennedy, the program was designed to give federal employees a chance to donate to a variety of charities once per year.
