161108-N-ZI635-013 WASHINGTON (Nov. 8, 2016) The Honorable Franklin R. Parker, Assistant Secretary of the Navy (Manpower and Reserve Affairs) (right) greets Ms. Jennifer Sullivan from the Prince William Humane Society at a Combined Federal Campaign (CFC) Charity fair at the Pentagon. The 2016 CFC kicked off in September and is the only government-authorized charity organization that provides service members and government civilians an opportunity to donate to a charity of their choosing. Created in the 1960s by President John F. Kennedy, the program was designed to give federal employees a chance to donate to a variety of charities once per year.
