160809-N-N0181-724 PANAY, Philippines (Aug. 9, 2016) - Builder 1st Class Anthony Cabrera, assigned to Naval Mobile Construction Battalion (NMCB) 4 and an engineer from the Armed Forces of the Philippines 552nd Engineer Construction Battalion fill a wheel barrel with wet concrete to move to the Bongloy Elementary School for concrete placement. NMCB 4 is a forward deployed pacific NMCB ready to support major combat operations, humanitarian assistance/disaster relief operations and provide general engineering and civil support to Navy, Marine Corps and joint operational forces.
