Gardner Howe III, president, U.S. Naval War College (NWC), addresses students of NWC's 2016 graduating class during a commencement ceremony at NWC in Newport, R.I. The graduating class of 2016 included 316 resident students of the Navy, Marine Corps, Air Force, Army, Coast Guard, federal civilian employees and 118 international students.
