Dawn Cutler, Navy chief of information, is knighted by Rose Festival Queen Grace Ramstad during the Royal Rosarians Honorary Knighting Ceremony as part of Portland's 110th annual Rose Festival and Fleet Week. Dignitaries and persons of accomplishment from around the world have been bestowed Honorary Knighthood in the annual ceremony for more than a century. This year's ceremony honored about 40 knighthood nominees. The festival and Portland Fleet Week are a celebration of the sea services with Sailors, Marines, and Coast Guard members from the U.S. and Canada making the city a port of call.
