181130-N-ID678-0005 ANNAPOLIS, Md. (Nov. 30, 2018) Vice Adm. Ted Carter, 62nd Superintendent of the U.S. Naval Academy, signs the I beam during the topping out ceremony which will be part of the top floor of Hopper Hall. The practice of topping out a building with an evergreen tree on the peak is a Scandinavian or Viking tradition and is commonly used to celebrate the completion of the major structural components of a building. Hopper Hall will include classrooms, teaching and research laboratories, lecture halls, offices, multipurpose space, an observatory, loading dock, and research and testing tank in support of the engineering and weapons labs.
