Joseph Harder, commanding officer of Naval Mobile Construction Battalion (NMCB) 3, delivers remarks during a Relief in Place/Transfer of Authority ceremony at Camp Shields in Okinawa, Japan, in which NMCB-3 received authority of the camp from NMCB-5. NMCB-3 is forward deployed throughout the Indo-Pacific region and United States ready to support major combat operations, theater security, humanitarian assistance and disaster relief operations.
