Jamie Sands, commander of Naval Service Training Command (NSTC), administers the oath of office to four University of Wisconsin-Madison ROTC midshipmen and one U. S. Air Force cadet during a commissioning ceremony in the Senate Chamber of the Wisconsin State Capitol. Naval ROTC is overseen by Sands and his staff and was established to develop midshipmen mentally, morally, and physically so as to assume the highest responsibilities of command, citizenship, and government.
