Patrick Chitty, from Florence Alabama, assistant operations officer, at Naval Facilities Engineering Command (NAVFAC) Europe Africa Central (EURAFCENT) promotes to the rank of Commander. Chitty wanted his two children to participate in the ceremony, so they understand its importance.
