Rich Jarrett, Commander, Fleet Activities Yokosuka (CFAY) commanding officer, along with construction managers, and Sailors officially reopen the Transient Personnel Unit (TPU) barracks during a ribbon cutting ceremony following an 18-month, $14.2 million renovation of the facility. CFAY provides, maintains and operates base facilities and services in support of the U.S. 7th Fleet's forward-deployed naval forces, 71 tenant commands, and more than 27,000 military and civilian personnel and their families.
